Economic Empowerment Programme
Part IX establishes the Economic Empowerment programme — NOVARIC®'s deliberate intervention to extend the benefits of workforce mobility to communities that structural disadvantage would otherwise exclude. It is the mechanism by which recruitment becomes redistribution of opportunity rather than its concentration.
Targeted outreach
The programme identifies candidates in economically disadvantaged areas — beginning in Shkodër and the northern region of Albania — through cooperation with local institutions and community organisations, rather than waiting for those communities to reach the labour market unaided.
Barrier removal
Participation is free to the candidate, consistent with the employer-pays principle. Pre-departure vocational preparation is provided at no cost, and candidates receive the same written-terms transparency and quality-gated placement standards as every NOVARIC® placement.
Outcome measurement
Placements from marginalised communities are tracked as a standing KPI (SOC-01), and outcome parity across cohorts is monitored quarterly. The programme is judged by sustained employment outcomes, not enrolment numbers.
