Part XIII governs how NOVARIC® partners. The 2030 Agenda is not deliverable by any single organisation; partnership is therefore treated as a governed discipline — each relationship carrying defined objectives, named owners and an annual effectiveness review — rather than a logo exchange.
Structured collaboration
NOVARIC® maintains partnerships with employers, vocational and educational institutions, public authorities and civil-society organisations in Albania, Malta and destination markets, each with defined objectives tied to the Manual's commitments.
Framework alignment
Partnership conduct aligns with the UN Global Compact principles, the ILO Fair Recruitment Initiative and OECD guidelines. Partners whose conduct conflicts with the Ethical Recruitment Standard are exited.
Methodology sharing
Non-confidential elements of the Manual's toolkit — templates, decision trees, checklist structures — are shared to raise standards across the recruitment sector, treating sectoral improvement as a contribution to SDG 17.
Effectiveness review
Every partnership is reviewed annually for demonstrated contribution. Relationships that cannot evidence value against the Manual's objectives are restructured or concluded.
