Global status in 2025

The UN Sustainable Development Goals Report 2025 finds that more than 700 million people still live in extreme poverty, and that the risk of falling into — or back into — poverty remains high under compounded economic, climatic and conflict-related shocks. Progress since 2015 has been real but fragile, and current trajectories fall well short of the 2030 goalpost.

European and Albanian context

Within Europe, poverty increasingly takes the form of in-work poverty and income precarity rather than absolute deprivation. In Albania, outward labour migration reflects a structural search for economic security; the quality and fairness of that mobility determines whether it reduces or merely relocates vulnerability.

NOVARIC® implementation commitments

  • Apply the decent-work quality gate to every placement so that recruitment never moves a worker into precarious or exploitative employment.
  • Operate a strict employer-pays model: no candidate is ever charged a fee, removing debt-financed migration as a poverty driver.
  • Prioritise candidates from economically marginalised communities through the Economic Empowerment programme.
  • Verify that wages, hours and social protections in host roles meet or exceed applicable legal and collective-agreement standards.

Key performance indicators

Measured through the Manual's 90-indicator register (browse the full register):

  • SOC-01 Placements from marginalised communities
  • SOC-04 Zero-fee compliance rate
  • SOC-07 Wage-standard conformance
  • DEI-09 Socio-economic diversity of placements
Case study — from the Manual, Part III

Through the Economic Empowerment programme, NOVARIC® identifies candidates in economically disadvantaged areas of Shkodër and the northern region, provides pre-departure vocational preparation at no cost to the candidate, and places them into verified decent-work roles — converting migration pressure into a structured route out of poverty.
