European and Albanian context

For placed workers, the city of arrival — its housing costs, transport links and community infrastructure — determines whether a good contract becomes a good life. Community integration is therefore an operational concern of workforce mobility, not an abstraction.

NOVARIC® implementation commitments

  • Assess housing cost and quality relative to placement wages as part of pre-placement diligence.
  • Provide arrival support covering transport, registration and community orientation for relocated workers.
  • Engage with host communities through the Community Engagement framework to support worker integration.

Key performance indicators

Measured through the Manual's 90-indicator register (browse the full register):

  • SOC-12 Housing affordability ratio at placement
  • SOC-15 Arrival-support completion rate
  • SOC-18 Community integration programme reach
Case study — from the Manual, Part III

NOVARIC®'s relocation support includes verification that arranged housing is affordable relative to net wages, orientation to local transport and services, and a defined check-in schedule during the first ninety days of placement.
